Ark Boon leads Sembcorp’s urban development business, which develops integrated industrial, commercial and residential ecosystems across Vietnam, Indonesia and China. Under his leadership, Sembcorp Development is advancing Asia’s transition to low-carbon industrialisation through master-planned parks that embed sustainability and innovation.

 

In Vietnam, Ark Boon serves as Co-Chairman of the Vietnam Singapore Industrial Park (VSIP) Group, which manages 26 parks across 15 provinces and major cities. These parks span over 14,300 hectares, have attracted close to US$29 billion in investments, and support vibrant communities of 340,000 workers and residents. Sembcorp is actively expanding its VSIP portfolio with a focus on low-carbon industrial parks.

In Indonesia, he sits on the board of Kendal Industrial Park, an 860-hectare special economic zone that has attracted over US$10 billion in investments and created 66,000 jobs. He also oversees the development of Tembesi Innovation District in Batam — a 100-hectare next-generation hub for advanced manufacturing and digital industries.

In China, Ark Boon chairs Singapore Innovation (Chengdu) Incubation, developer of I-PARK, a technology and innovation cluster. He is Vice-Chairman of the Wuxi-Singapore Industrial Park, now expanding into a 4,300-hectare innovation city, and serves on the board of Sino-Singapore Nanjing Eco Hi-tech Island, a 1,500-hectare eco-smart township integrating high-tech industries and green urban planning.

Ark Boon brings deep expertise in infrastructure ecosystems, investment and fund management. Prior to Sembcorp, he was CEO of Logistics Development (China) at Mapletree Investments. He also served 20 years in the Singapore Government, including as CEO of International Enterprise Singapore, and held senior roles in the Ministry of Trade and Industry, Prime Minister’s Office, Ministry of Transport and Ministry of Foreign Affairs.

For his contributions to public service, he was awarded the Public Administration Medal (Silver). He holds a Master’s degree in International Economics from Yale University and a Bachelor’s degree in Economics (Highest Honors) from UC Berkeley.

Next-generation industrial parks are not defined by their name, but by their ability to solve tenants’ real-world challenges. Yet industrial property developers cannot independently provide all the required energy, logistics, water, waste management, data, financing and technology solutions. The global reconfiguration of manufacturing is creating opportunities for Vietnam, while fundamentally changing the criteria for selecting investment destinations. If investors are no longer choosing locations based solely on cost and land availability, industrial park products must evolve accordingly. This dialogue will explore how industrial park developers need to redesign their products and what capabilities they must provide to attract tenants, retain them and support their expansion.

Key discussion focus:

Capital continues to shift, but opportunities do not automatically translate into competitive advantage. The first dialogue will examine where Vietnam truly stands amid the global reconfiguration of manufacturing, what will determine Vietnam’s position in this new cycle, and whether Vietnam has what it takes to remain a preferred destination for the next generation of FDI as location-selection criteria move beyond cost and land availability.
